Linda F. Bluth, Ed.D. Dr. Linda Fran Bluth has more than 60 years of experience as a Special Educator, including 44 years in special needs transportation. She worked at the United States Department of Education (USDE); as a University Professor; School System Administrator; and Policy Specialist in the Maryland Governor's Office for Children, Youth and Families, and the Maryland State Department of Education, Division of Early Intervention/Special Education.
Alexandra H. Robinson, M.Ed, CDPT Alexandra Robins is the president of A. Robinson Consulting and former executive director at the New York City Department of Education, the largest school district in the country. Alex began her work with students with disabilities as a counselor and teacher of students with severe autism more than 30 years ago. During that time, she has presented to transportation professionals and special educators both locally and internationally in the areas of mobility/securement, civil rights, and safe transportation of students with medical and special needs.

Overview

Staff responsible for transporting children with disabilities encounter complex challenges in providing transportation services for this population. Nationally, transporting children with disabilities has become increasingly demanding on school districts across our nation due to the increased severity of medical and emotional challenges required to be addressed. The number of children requiring specialized transportation services continues to increase, requiring trained staff with specialized knowledge. Both bus drivers and attendants require specific training and the ability to correctly operate specialized equipment and use assistive technology devices in accordance with the manufacturer’s written instructions. School districts, large and small, are required to demonstrate multifaceted skills to safely transport children with very specific and individual special needs. Transportation administrative staff and driver trainers are required to keep up with industry practices and demonstrate efficient, up-to-date training in order to meet the demands of children with disabilities that they have been entrusted to serve.
These factors can impact daily transportation for children with disabilities:
► Complexity of concerns for children with autism present
► Cost of transportation for children identified as medically fragile
► Expansion in the number of school locations and distance traveled in serving children with disabilities
► Impact of a specific disability during the school transportation ride

School transportation mandates require that transportation administrative staff, driver trainers, routers, drivers, and attendants be thoroughly informed about the specific needs of individual children with a disability. It is essential for staff transporting children with disabilities to:
► Be knowledgeable about the mandates that guarantee the right to transportation as a related service under federal and state law
► Understand the nature, needs, and characteristics of the children with disabilities served and the impact on school transportation
► Be aware of special considerations that influence safety
► Develop and implement training programs that assist with decision-making required on a day-to-day basis

The requirements and responsibilities to provide services for these children are both challenging and rewarding. Keeping up to date and informed about industry-recommended best practices is crucial for professional growth and for promoting safe transportation.
